This is TALK OF THE NATION. I'm Jennifer Ludden in Washington. In a year where a tight presidential race could be determined by a few swing states, the issue of who is allowed to vote could turn the election, which is why recent moves in Florida and Iowa are getting so much attention.

Bucking a larger trend, these two states are making it harder for former felons to vote. This comes as a number of other states in recent years have made the process easier.

Authorities are investigating the latest deadly shootings in the New Orleans area.

Sunday night, Jefferson Parish deputies received a call about a shooting at an intersection in Harvey. Responding deputies found the body of a 34-year-old man in a parking lot.

Around 1 a.m. Monday, in New Orleans' Central City neighborhood, police responded to a call about shots being fired. They found a 37-year-old man who had been shot multiple times. He died at the scene.

No arrests have been reported in either shooting.

Last week's report by former FBI Director Louis Freeh confirmed what many said all along, that the Penn State child sex scandal was the biggest and most damaging in college sports history. Now that the report has been released, the focus is turning to the NCAA and what action it will take, if any.

Authorities in Terrebonne Parish are on the lookout for thieves who've struck several power substations in search of copper.

The Courier reports someone has been cutting through fences surrounding the substations and stealing copper ground wires, probably for sale as scrap. When the ground wires are cut, electric service generally isn't interrupted.

The thefts began in May, sheriff's deputies said. So far, four substations in Chauvin, Montegut, Dularge and the Houma area have been hit.
