Former congressman Bob Livingston was elected to represent Louisiana’s First District in 1977. He rose to chair the Appropriations Committee and was picked to succeed Newt Gingrich as speaker but resigned from Congress in 1999. Before law school led to his life in the public arena, Livingston had a modest childhood, growing up in Uptown New Orleans.
