New Orleans Mayor Mitch Landrieu, beginning his third year in office, is set to give his annual state-of-the-city address.
Tuesday afternoon's speech was scheduled to be delivered at the Mahalia Jackson Theater.
It comes at a time when progress in the recovery from Hurricane Katrina is evident but crime continues to be a major problem for city residents. It also comes at a time of turmoil on the city council. The council has been unable to muster the five-member quorum needed to conduct business, with one unfilled vacancy and two members avoiding meetings for unspecified reasons.
