A new Louisiana law requiring proof of citizenship to register to vote went into effect Jan. 1, but so far there’s no guidance on what documentation is needed.

The judges are expected to make a decision by late August, and a lot of people outside Texas are interested in the outcome. A number of states have passed voter ID laws, and several await Justice Department "preclearance." If Texas loses, it will almost certainly appeal to the Supreme Court.

This week, a federal panel is hearing arguments for and against a voter ID law in Texas. U.S. Attorney General Eric Holder says the Texas voter ID law is like a modern poll tax. Guest host Maria Hinojosa talks more about the issue with Rep. Jose Aliseda, who testified at the hearing. He's a Republican State Representative for Texas who was born in Mexico.
